The world has gone mobile and many independent local exchange carriers (ILECs) have answered the call by acquiring rights to 700MHz or AWS spectrum, with a plan to eventually bring advanced wireless services to their communities. Their desire to stay true to their heritage of offering leading edge communication services has never been stronger. But they face an uphill battle.
